Give a brief overview of the history of criminal justice systems in general then concentrate on the history of the criminal justice system in your country.  The paper should have a cover sheet and a references page if you use outside sources, these do not count in the paper page count.  You should have 2-3 pages of written text plus a cover sheet and references page
