The Issue of competency human resources managers is facing in healthcare settings.
The paper should be based on at least five current peer reviewed journal articles available through a Library database. The papers should be at least 13 but no more than 15 pages in length, not including the Title Page, abstract and References. Citations and format must be in APA style. This paper is designed to give you a model for presenting an issue to executive management and must include an Abstract. In the working world, you must be able to analyze, summarize complex issues and make a recommendation/synthesis and evaluation in a limited number of pages.
You MUST use the following format for your HR paper.  
Arial or New Times Roman, Double spaced,   
1.      Abstract, Introduction, Key words.  One page
Headers for sections of the paper:  See grading Rubric for Definitions
·         Knowledge, 1-2 pages,   Demonstrate knowledge of the topic as described in the grading rubric.  10 points
·         Comprehension, 1-2 pages Demonstrate comprehension of the topic as described in the grading rubric. 5 pts.
·         Application/example, 1-2 pages Demonstrate application of the topic as described in the grading rubric. 5 pts.
Analysis, 1-2 pages Demonstrate analysis of the topic as described in the grading rubric. 5 pts.
·         Synthesis, 1-2 pages Demonstrate synthesis of the topic as described in the grading rubric. 3 pts.
·         Evaluation, 1-2 pages Demonstrate evaluation of the topic as described in the grading rubric. 2pts
·         Ethics (if applicable) 1-2 pages (bonus points) See grading rubric. You must cite a professional ethical code/standard that relates and an analysis of its application to your paper.   Up to 3 bonus points possible  
·         A total of 30 points for the paper plus 0-3 bonus points possible.

Use the Blooms Grading Rubric as a template/guide to demonstrating each element of critical thinking.  Total max points for each paper are 30.
