 need a proposal for my term paper which is on "the affects of Gambling on poverty in America".

Points which could be talked about in paper:

• Ambigous affects of gambling on the poor. 
• If and where are you not allowed to gamble due to your income level? should there be a bar of how poverish you can be but still gamble? 
• Should the rich only gamble?
• Financial Literacy, statistics: are the poor becoming literate in the financial world by gambling? Do they understand the risk stats involved?
• Find out what they actually think there chances of gambling are? 

Proposal needs to be at least 250 words.
