Human Resource Management Plan

Staff Management
PMC will be utilizing both internal organizational units and also outside resources to complete the project. The project manager is ultimately responsible for decisions that are within scope. Otherwise all scope changes must be conducted through the Change Control Board.
Galaxy Internal Sources
Galaxies Project mangers
Will being trained and will be off site for a short period during the project phase.  The Project managers will return to their duties after training until the project ends.
Galaxies IT team
 Will help integrate the PMO IS solution to the already existing information systems, this includes the Ethernet and telephone connections during the Create PMO office phase and also install PM’s IS equipment phase. They will report to PMC when scheduled and will be released after each phase.
PMC Sources
Project manager
The project Manager will work with Galaxy to develop the Methodologies, Create the training plan, training schedule  and conduct the first training session. The project Manager will report to Galaxies CEO in case of any scope changes or delays.
Project Support 1
The project support 1 will work with galaxy to create a new software solution and train the second training session. PM support 1 reports to the project manager
Project support 2
Project support 2 will work with galaxy to create the Project Management Office Space, create an IS infrastructure and train group 3. PM support 2 reports to the project manager
External Sources
Cleanup crew
Will refurbish the office space this includes removing old furniture, cleaning, painting and replacing furnishings.  The Cleanup crew will report to PM Support 2.
IS Vendor
Will work with the Galaxy IT team during the Install PM’s IS equipment phase.  The IS Vendor reports to PM Support 2.
Acquire Project Team
For acquiring the project team, there are three techniques used to acquiring the team members. These techniques are pre-assignment, negotiation, and acquisition. Pre-assignment is when a team member is selected in advance. Negotiation is when the project management team must negotiate with functional managers, other project management teams, or external organizations for staff assignments. Acquisition is when outside sources are used to help staff a project. The project staff will be acquired in the following way:

Develop Project Team
Team development will follow the phases as described in PMBOK Section 9.3.2.3, Forming, Storming, Norming, Performing and Adjourning. Through each of these phases, specific efforts will be made to encourage team productivity as appropriate to the phase.
            Through all phases, the project manager will ensure that team members are reasonably rewarded for exceptional performance.
Forming
            As the team is brought together, and roles and assignments are presented, activities will be included with an intent to acquaint the team members with each other, the scope of the project, and how each of their roles contribute.
Storming
            As the team begins to engage in project work, the project manager will closely observe team members and coach as necessary to encourage each participants to focus on project goals. This phase will see the team member’s personalities meshing.
            To aid and encourage an esprit de corps, during team meetings a brief amount of time will be spent engaging the team in activity or conversation not directly related to the project.
            Because of the smaller scope and staffing sources, no deficiencies in team competency are expected. However, anything that is uncovered will be addressed and corrected by the project manager.
Norming
            It is anticipated that by this phase that team members will understand the work defined by the project, and will know their teammates. The project manager will ensure that the team is perceiving and moving toward the project’s objectives, and will moderate the team to ensure minimal friction among members.
Performing
            Though little intentional effort is expected in this phase, the project manager will continue to monitor and ensure the team is healthy and working effectively together.
Adjourning
            No specific action related to team development is anticipated as team members are released from the project.
Manage Project Team
All Members of the project team will report to the project manager. This includes the 3 project managers the Galaxy IT Team and the 2 project support members. Outside vendors will report to project support 2.
The project manager will utilize experience and interpersonal skills to try to resolve any conflicts between members. The project manager does not have authority to terminate any of Galaxies members but is expected to report any incidences of bad conduct to the CEO or the department head the member reports to.  Any Staff change requests should go through the change control board to ensure that a change in personal does not affect the scope of the project. 

Finally, a report of each employee’s performance will be submitted to the department head of each member at the end of the project. It is expected that each member to perform at the best of his or her ability will assigned to PMC during the project.
